I think you need a ramp to get back up.  Every time I swim down, even with a very skilled swimmer, he starts drowning until I get back to the surface.

You need to be playing as a race with the [UNDERSWIM] or [AMPHIBIOUS] tags in order to swim easily under the first layer.  Amphibians are probably the ones who actually get to spend some time down there, since a "drowning" effect would make sense for non-waterbreathers when they drop beneath the surface.

Well maybe the world gen should make at least 1 ramp for every waterhole then? Because it's a clear death when you fall in water fighting. I can believe the dwarf in full plate can't swim up... But legendary swimmer naked elf? Gah...

I couldn't "jump off the water" without ramp.

It seems to switch you from swimming to drowning the moment you dive underwater and doesn't switch you back until yer on dry land.

Thats kinda hard though because drowning cancels swimming, and you need to be swimming to climb out of water without a slope.

Alright. It's not possible to move downwards through water if there's nothing under you (you can move off a ledge/ramp, but not in open water), and you can't move up unless you have a wall/ramp next to you. It's (almost) the same with flying currently, so it's more of an uncompleted feature than a bug. Also, when you get to the surface, you "un-drown" and are able to Alt-move out of the water at any spot you desire, but prepare to dunk back if you don't meet solid land on where you step.

I was playing as a modded critter with [UNDERSWIM], and I could change watery z-levels wherever I damn well pleased.

It's pretty boring down there, actually.
