Becoming a ruler

Does anyone know how you can become the ruler of a civ?  how about a town?
Does anything change if you become a ruler?

You cant become a ruler while playing, but if you retire a high-achievement adventurer (such as one that has accomplished many quests and killed many semimegabeasts/megabeasts) he may become the ruler of the civ he's retired it, there's reports of this happening, but never to me, mostly because I play the adventurers to death.

I once had my adventurers contoling all civs...back in 2D DF

What happens if you "recover" them after that happens?  Wouldn't that make you the leader?

Or would a new ruler be spontaneously elected, the microsecond your adventurer decides it's time to pick up the sword again.

This will be in once the appropriate development Arcs are tackled.   It will be tons of fun, and probably help link adventurer and fortress style modes.
