Title screen support for the Classic/free version of the game

Currently if you try to use a Custom tileset with the classic version of the game, the title screen is mostly empty black without even a mention of the title of the game.

Currently, it's does not seem possible for the free version of the game to have a title screen when ASCII is disabled, even with a custom tileset that adds one.

Premium Dwarf Fortress with custom test tileset:

The free version of the game doesn't display "title_background.png" and doesn't even show a text rendering of the game's title.
