How to get a doctorphobic relative to the ER

This is a very urgent question and I'm at wits end: an elderly relative in the US is experiencing symptoms of cardiac failure but they refuse to get treatment because they've experienced deadly malpractice and feel they can't drop everything and receive life-saving care. What can I do to get them help?

Lower any hurdles to access.
Remind them they're taking none of their stuff to the grave.
Acknowledge their fear, offer to be an advocate for their health, tell them if both agree it seems sketchy' you're moving on to next professional without wasting time.
