Proliferation of Steel: Bug or feature? (Steam)

I've noticed in the new version that enemy forces are much better equipped than previously. I haven't had any goblin sieges as of yet, but both necromancer sieges and, most shockingly, cavern dweller attacks brought squads kitted out more or less entirely in metal, including steel. Previously, steel was the sole preserve of the dwarves, and you'd only see it wielded against you rarely if ever. The animal people in the caverns didn't have metal at all--just wood and leather. Is this new arms race a bug or a deliberate choice?

Metals are really common by default in the steam version.

so if you have metal everywhere, most likely, so do they.

Goblins are not supposed to be able to have steel unless they've conquered dwarf sites and are sending units from them since they can't make it themselves. Just having it be around more shouldn't give you steel armed goblins. And I haven't actually noticed many.

Necromancers have always had access to steel since mostly they are sending zombies from your own civ against you (remember dwarf civs consist of humans, elves and goblins).

Underground bat person steel spears is probably not supposed to happen.

You've always been able to manually set metals to the level Steam has them at default, so that shouldn't mean anything at all.

i imagine it's part of the push to balance the game around warfare and combat encounters, or at least give players demanding such balance changes some challenge. I have not seen gobbos with steel but the animal people definitely arrive with steel items, on occasion. Making them the far deadlier force imo - they come in huge numbers with sharp sticks and foul intentions

Anything that blatantly ignores the raws is absolutely a bug. "You can mod the game but it'll ignore you" is not progress...
