How to get rid of tigerfish?

The tigerfish in my river are breeding at an alarming rate.

Now normally, I would draft a marksdwarf and start shooting them.

But now that marksdwarves are broken, how can I get rid of the tigerfish without draining a river?

EDIT: Can ballistas / catapults hit a target in water?

EDIT: I suppose, with marksdwarves working after working around the bug, the question has become much less urgent.

If you're feeling silly and radical, you could construct then detach floors above the river.  They will "cave-in" and crush anything below them, though I forgot if they truly instakill or only deal a lot of damage.  Be careful your dwarves are far away from the collapse, or they may lose balance and fall into the river and drown.
