One of my dorfs has slain a cyclops which bore Istraomli "Twinklehowls" an iron short sword. I looked at Istraomli in Legends Mode after copying the save and retiring the fort. Both in-game and with the utility the item is listed as "stored" in my fortress, and still a "family heirloom" of the dead cyclops.

My dwarven civilization has been losing an on-and-off war against the hegemonic elves of Lolama Aci "The Blossom of Spattering." As usual, these tree-loving hippies like to devour their enemies. Istraomli received its name when it provided its first meal to an elvish clothier/swordsman Imaza Thilinino, and struck down an unfortunate dwarven Baroness by the name of Stakud Utharkeskal. (Stakud has her own interesting history, including three necromancers in her family tree.) Imaza was eventually put in charge of the conquered dwarven fortress Eshtanmusar, a desk job which would prove fatal years later when a certain Cyclops came to rampage. Rinal Shesamsuvas "The Puce Stance" killed Imaza, claiming Istraomli for herself.
Istraomli remained in Rinal's possession until the faithful day when she decided to come to my fort Stelidtirist, and met the legendary miner Dakost Bomreknelas, who sunk a plain copper pick into her skull.
Dakost's motor nerve was severed in the fight with Rinal, but it was neatly sutured and he's living a happy, productive life on crutches. Dakost keeps his hair, beard and moustache neatly combed and is very fond of alpacas and rattlesnakes. If anyone deserves a family heirloom, it's Dakost.
How can I get one of my dwarves to claim this sword for the civilization or their family, rather than just "store" it?
