Designation priorities and the new way of designating stairwells are not the best of friends.

Stairwell designations must span multiple z levels, with the top level being designated as a down stairway, the bottom level being designated as an up stairway, and the middle levels - if any - being designated as up / down stairways. So to designate a stairwell with different priorities, you have to designate it with one priority at first, and then overwrite parts of it with another priority. Designating such a stairwell is a puzzle, and they don't all have solutions.

For example, suppose that you wanted to designate:

Z 0: Down stairway, priority 1.
Z -1: Up / down stairway, priority 2.
Z -2: Up stairway, priority 3.

Easy enough in the old verison, but unsolvable in the new version, because there's no vertical span of the same priority of depth greater than 1.

To fix this, it would be nice if we could paint the priorities of designations only without affecting the designation type or the blueprint flag. Then we could designate a stairwell with one priority and use "paint priorities only" to fix up the priorities for each level without being constrained by the multi z level only rule.
