Militia commander "overhaul"; aka, making 'em more useful

Militias commanders (or new dwarven recruiters) should be able to assist the player in identifying dwarves and tell which dwarf is more worthy of joining a squad, as well as organizing certain things. Such as specialized training, bring order to the fortress, and maybe even be used as judge (or that role could belong to the hammerer).
For example, upon starting a fort, the assigned militia commander will gather information about the surrounding dwarves, and establish suggestions of squads. So instead of going through each and every single dwarf to see who's good in what, the Militia commander will establish a list of potential candidates to any type of squad.

On the [m]ilitary screen, the commander will start making his suggestion; either with a small 'announcement' screen below, with his or her suggestions, such as;
"13 of our citizens are good swordsdwarves, and 6 others are willing to practice. We have access to enough steel to forge short swords."
"9 of our citizens are decent spearsdwarves, 1 other is an excellent speardwarf. Perhaps it would be wise to create a whole squad and send them for training immediatly."
Or, even simpler, depending on the uniform you've assigned your dwarf, the suggested dwarves list will be rearranged according to what the commander thinks are the best candidates. That doesn't mean he will give you the best "choices" for you. He may assign a dwarf who occupies a very important role within the fortress (such as forging, masoning, farming or mining) at the very top of the list. He only looks for dwarves who could be good at the job, not those who could be assign without impacting the flow of your fort's inner workings.
Another thing he could look for are dwarves without any qualifications, but who got a mentality fitting for the military. For example, if he noticed that the useless fisherdwarf of the fort likes war, he will promote him on the candidate list.

And also, a little suggestion; militias commanders, or military dwarves in general, could train a single dwarf specifically if they're in dire need of training or experience. So that nobody on the squad becomes the most useless member of it. Or just to create relationships, or teach a certain way of combat.
