I've also noticed a thing: I set werebeasts to 1000 but legends mode mentions none of it. I'm trying to make my world only playable as outsider while also making it as difficult as possible with a option to become werebeast for immortality (also to prevent burden of permanent injuries as nobody likes permanent consequences like it).

I merely wanted to give player a chance of playing as single character forever but also I did not wanted that to mean no need for eating or drinking.

Does anybody know how to become an elephant man in adventure mode? I literally did all advanced world settings possible to increase chances.

Setting werebeasts to 1000 means that there are 1000 possible types of werebeast (including duplicates,) that someone can be cursed with. Werebeasts and vampires are created when someone desecrates a god's shrine in world gen. You can also get cursed yourself by rolling a given god's die (found at a shrine) three times in a single week (the second roll gives you a warning.)

So you at least need a civilization to build a shrine in world gen. I'm not sure if goblin civs build shrines to gods.
