Positions such as manager, bookkeeper, etc. should have functionalities dependent on the memory/admin skills of the officer, and beyond a certain limit a ledger should be needed to augment their memory enough.
i.e. there should be a limit on the precision of the bookkeeper w/o a ledger; and a limit on the number of manager orders/crimes on file/etc.
this would incentivize book production and make offices more realistic.
Crime/stock/manager ledgers from other sites could be collected and studied by scholars to yield relevant legends data (you could get a lead on the location of an artifact/prisoner or the strength of an army by making a scholar write an analysis of a stolen bookkeeping/crime ledger (or interrogation of a kidnapped admin?))

Good idea to flesh out bureaucracy, especially once statecraft will be improved.

a ledger should be anything as simple as a a clay or even stone tablet or slab.
