Hydrogen peroxide can certainly kill fungi and bacteria, but it tends to be used on clean surfaces, like decontaminating seeds before sowing, or to clean water. Decontamination of seeds might help, but be carefull of the dose rate, and be aware that most damping off diseases are not seed transmittable.
 
To have an effect on soil you will need to overcome the effects of soil and organic matter reacting with the hydrogen peroxide, which is quite large.
Anyhow it sounds a bit iffy, and you'll likely just as easily kill of mycorhiza and beneficial bacteria, as H202 will react with anything.
Additional advice for damping off: do not overwater your plants, and if you've had issues, look suspiciously at your potting medium as well, and consider using different medium.

Not sure if growing your own pyrethrum is worth it, it's likely more usefull to use the space to grow more food crops. Growing food is one thing, but growing and formulating your own pesticides is another, there's reasons why stuff like that is regulated.

You are right about the space priority. It can be planted as a companion for a substantial deterent effect - or go guerilla and use some 'public' space for cultivation, like a roadside verge.  Quite pretty as medium size flowers go too, imo. 

I've used it very effectively by simply mashing the whole plant in water and letting sit overnight before applying. More precise methods that target the active constituents, concentrated in the seed cases, for increased potentcy aren't hard either - simply dry and powder the flowers to have a stored source. 

It's pretty safe - basically as safe as can be for an insecticide - it is a common remedy for head lice (topical application) for example. It is non-persistent, biodegradeable and decomposes readily on exposure to light.  But yeah, don't go drinking it.
