If I disable trade good hauling on all dwarves except my Count, and make him haul and sell some export-banned goods there, what will happen?
Will he order himself punished? A random dwarf? Or no one at all?

Several nobles are immune to mandate induced prosecutions, including counts. So he can't be held liable for violating his own ban (or anyone else's for that matter). As an aggrieved "victim" I expect he will get a bad thought about not finding anyone to punish, however.
