Dwarf loops gathering materials for figurine

I queried a craftsdwarf shop to create a wooden figurine. The shop is profiled to one dwarf. This dwarf keeps gathering more and more logs, never actually making the figurine. This is a normal job, not a mood, and I think figurines only use one logs unit. The dwarf in particular had a similar loop a while ago where she would never actually drink wine she had gotten to drink, and also recently was anguished. What's going on and how do I get her to make the thing?

Is the workshop outside of a burrow she's assigned to?

Also check if the workshop isn't marked for dumping or forbidden.
