Reduce Necromancer Creep?

As the topic says, I just want Necromancers to spread a little less readily.  I know I can turn them off in worldgen, but having NO potential for undead fun sucks.  I just want towers to be rare and interesting, instead of zombie apocalypses being a historical inevitability.  Is there anything I can change in the raws to make them breed a little less explosively?

Try reducing the overall amount of secret types in advanced w.g?

that lessens it a bit, but not much.  It seems like most necromancers are happening because of the original handful propagating their secrets, rather than a ton of new necromancers slabbin' it up.  Setting it all the way to 0 works, of course, but then there's no necromancers at all, and I'm not against zombies existing, it's just a bit tiresome when every nice fort location I find has two or three of them sieging me at once.
