Janamdo, I recommend hitting v-f to follow a dwarf whenever they get a mood. If they walk to a meeting place (tavern/temple), then you don't have the workshop they want. Otherwise, they'll claim one pretty quickly.

If there  a chance that it stops the mood  where the dwarf is full of?  ( except then when the dwarf is mad/insane  )

There is some sort of invisible timer. I think it's possible that if your fort so large and there are enough dwarves bumping each other in the hallway, that the dwarf will go mad before reaching their workshop, but I've never seen it happen. The timer is generous, and you will probably only fail a mood if you don't have the materials.
