Pressure Plate Problems

I have a problem regarding a pressure plate.  I have it hooked to a floodgate with a trigger of Water [0-3].  As I understand it, this means the floodgate will be open if there's no water on the plate, yet this doesn't seem to be the case.  I've tried taking the plate/floodgate system apart and rebuilding it twice with no change; my floodgate remains closed despite the fact that there is no water on the plate.  Is this a known bug, or is something else wrong?

I'm running this fortress in 33e, by the way (for personal reasons).

Even worse:
I've tried something similar. at first it wouldnt open with the pressure plate. Ok, i thought, and set to building a lever to open the floodgate. opened the gate, trusting in my incredible pressure plate... and the water rose and rose way beyond the 2 and/or 7 mark that were set for the pressure plate
... and soon covered most of my lowest floors.

my fort got saved by a fearless miner who ventured into the deeps to pull the lever again.


So... can someone please explain how to apply pressure plate correctly?

Odd, I've never had that kind of trouble with pressure plates. I used two on my well, one set to 0-2 and the other 6-7, so when water runs low it fills back up from the river then closes again. I had to use a lever to open the floodgate originally, but I locked the dwarf in the room with the lever in case we had any problems, a safety measure always worth doing, but it closed quite happily at 6... and I haven't used enough water yet to find out if it will open again at 2  :D

Okay, so from the sound of things, the solution is to use a lever to open the floodgate initially, and then rely on the plate from there?
