Not completely sure, but do you maybe mean the wiki? Here's the library page for instance:

It has not only places but a ton of other info about the game. Just keep in mind that a lot of it won't be updated for the new release yet, so probably not a lot of info on new features.

It seems to be problematic to get the newest game information ?
But there is a book tutorial,but that is old

Ideal is that all game mechanics are explained by the developer, but it is trail and error now to find out how all works.

Devblog explains each new mechanic whenever each feature is released. You might have to search a while. But stuff too far back will already be on the wiki. The only real new mechanic in Fortees Mode in this verison is guildhalls and temple petitions. And they're just expansions of previous mechanics (locations and temples).

Jan 29th entry explains everything new in this release. And these release notes also come as text files with the game.

Dev diaries seem to be a fairly common way to give the latest information with commercial games that see long-term development (like Paradox' games, for example).

I think by "oversight", you meant "overview" ? 

There is the "R" key to get a list of "rooms". However, a furniture placed such as cabinet or armor stand can possibly designated as "room" of sorts, similar to a bed. 

There are zones using "i" then enable it as "m" meeting area which you can "a" add to an existing "Location" or create a new Location of either a Tavern/Inn, Library, or Temple. 

The "l" (small l) key will list all the zones you have, and you can further tweak its properties from public to citizen only, and rename, and other specific location features.

To see what's can be going on in a fortress is not obvious.
Some "game advertising" good help to get the big picture of the whole.
- Dwarf fortress
- Adventure
There is Dwarf fortress edition coming to Steam platform and maybe it is than more clear what can be done in a fortress.

Some basic needs must be fulfilled of course: food and drinks and housing  and  protection and relaxation for the dwarfs.

Guildhalls and temple petitions : it took a year for this new release of DF and i read the release notes , that's explaining a lot.
Guildhall: share knowledge ?
Temple:  a priest can calm down stressed dwarves 
Some texst is not understood in the release notes : Dwarves have some more general relationship types now (especially the historical ones, who can arrive as war buddies or athletic rivals) ?

Dwarf Fortress, in the tradition of many free games where the single programmer cannot afford advertising, relies on the community built wiki (which perfectly explains the game) and word of mouth (which comes on YouTube with beautiful artwork from folks like Kruggsmash these days).

The wiki is not at all out of date in explaining the basics of the game. Check it out.

As a sandbox game, you should learn the basics, then just play. It's such a complex game nobody ever learns every single mechanic. You don't need to know, for example, why two migrants happen to be friends. But if you really want to, you can find out.

Yes, wiki is helpful..and needed too.
I got i think my first petition  :)
It was a while ago when i was playing DF and got a pack made captain duck, but the tileset has some unclear tokens

I hope there will be soon coming a LPN pack .. for some automation with df hack.
Guildhall ( construction?) and Temple petitions conditions? , also the caravan trading screen i found till now ..difficult ..and how about the militairy screens..
It s a hindrance some screens it prevent some to see the full potential of DF
