How do I occupy an area with "no civilized population"?

Besides the Goblin forts I razed there are also a few lands that are just seemingly abandoned.

If there are goblins forts that you razed, and some other sites that have no population, the goblin sites probably killed off the people at the other sites.

When you ask "how do I occupy an area", are you asking how to put dwarfs into those sites?

The mountainhome will build them automatically and you'll get a message about it.

Or do you mean actually into the ruined sites? Well, for a start don't raze them next time. Regular attack will occupy them automatically on victory.

In the meantime another civ will reclaim them eventually, so you can try again. But there's no "send a reclaim party" option from Fortress mode yet.

You can always embark upon abandoned site and reclaim it, in fortress mode.

Can player sites become holdings of other player sites? I assume so.
Unfortunately for the op, he's talking about old goblin sites. There's no Reclaim option for them.
