All the adult Dwarfs in my current game train.  The Professionals are all nicely armed but the rest are militia with shields who wrestle.  In other words they are in the military to fulfill their need to learn some combat skills.

A were attacked the town and everybody was sent to attack.  Post-review of the fight shows those who brought their shields along were able to keep from being hurt.  Is there any way to tell them to carry their shields at all times?

Sure, as long as they're not miners/woodcutters/hunters. Set them to be uniformed when inactive.

Thanks.  I think I already tried that but it could be that not all of them have shields yet.

Could be also that it was set only for 1 month or 1 squad (or both).
