Frilly artifact?

[modded world]

One of my dwarves made a frilly bone artifact without using divine materials. Can that happen in basegame?

I believe so.

Frilly is basically just a descriptor, I don't think you need to add, say, cloth to an object to make actual frills. Bone artifacts are certainly possible.
