Is it normal for bandits and the liketo start fights with miscellaneous weapons?

I was fighting some fellas, (as you do,) and one of the guys ran towards me before any other and started smacking me with "Naturalthin In The Modern Era." I thought, "Wow, what a weird name for a weapon, I wonder what it is," and so I viewed it...
It was a book. A copper (or maybe bronze, I don't remember) codex, to be more exact. Not only that, but he was duel wielding the book with a musical instrument. What a guy.
Anyways, I naturally beat him up (as you do,) and took his book, reading it. It was horribly written and was ranting about an elf.
In any case, my question is, Do People Normally Try To Fight You With No Other Weapon Than A Book (Or Any Other Miscellaneous Weapon)?  ???

NPCs don't have any way to store artifacts they are holding so the will end up holding them in their hands. This prevents them from drawing their weapons.
