Dwarves not putting certain body part on a pedestal

Recently dug into the caverns on a new fort and encountered two giant bats, which quickly killed two monster hunters. I want to keep them remembered by having their severed heads on pedestals in my hall, but for some reason one of the heads is spamming 'item lost or destroyed', despite them having moved it to the surface on my refuse pile. It's not forbidden

It's a known bug.

Deconstruct and reconstruct the pedestal to clear it up.
