I am looking for a way to make dwarves create stone tablets as a book scribing tool.
 Does anyone know how I would go about that?

Yes, that's possible. You need to make a new reaction that uses rocks to make writing tool like this one:

You can create a new tool, call it tablet. Just copy the one above and change the name.

Then make a reaction that produces those and add it to a workshop, for example the craftsdwarf.
