Uh. No? At least, not always. If that does happen, it is because the option being voted on is superior (in the minds of those voting for it). Votes can and do swing from one option to another; an initial lead does not guarantee it will be ahead towards the end.
Also, some people will not add their vote to an option that is far in the lead, precisely because they feel it would be unnecessary, or discourage others from suggesting alternatives.

Yup. One only needs to look at Forenia to see how quickly and drastically a vote can shift. The shifts were not always jumping from one bandwagon to another either.

And I'm totally guilty of not voting if the things I want have an overwhelming lead.

I'm not sure why it takes so long for OP to describe how bunch of rookies horribly died.

There's a few reasons for the delays
1) Getting back and getting everything in the back in order
2) Both sides get different reports
3) There's quite a few engagements, with a lot of new tech on both sides
