It is a very interesting idea. The game would have to track where each messenger animal was born though (as was previously stated, a carrier animal only goes back to the place it was born, contrary to popular belief, and not to any new place chosen by the sender) so I'm not sure if that would be taxing memorywise. Although I can understand Toady simply wavering this detail and make it more like a phone going wherever you order it to (though It would be less interesting lol). It would be nice to actually have to keep specific pidgeons alive in the fortress from specific places in case of a siege and if that pidgeon dies we actually have to order another one and wait for it to come in a caravan (in which time we'd be vulnerable).
