Dwarves won't make scrolls

I have plenty of scroll rollers and sheets made, and I have multiple idling dwarves with bookbinding enabled, yet they won't actually make the scrolls. Even with priority and with the dwarves confined to a burrow containing only the workshop they just sit idling around in the library or the tavern. If I assign another job, like shell crafts, my bone carver immediately begins working on it, but none of my 4 bookbinders will actually make scrolls

I had to build a craftsdwarf shop, go into the profile and restrict it to bookbinding labors.  Then I had to disable all jobs except bookbinding on a dwarf.  After a while he finally started making scrolls.

I've never made scrolls, but I do make a lot of quires (which don't require rollers). As long as I've remembered to set up the bookbinding job the dorf eventually gets to make quires.

A standard question is whether you've linked the workshop to stockpiles, and, if so, it's linked to stockpiles such that both rollers and sheet are available to the workshop. I believe workshop burrows can also cause trouble (I've never used those).

I make plenty of scrolls, both manually and on order (to satisfy needs for craft), and have no problem. I don't use burrows, or linked stockpiles. If you use burrows or stockpiles, then almost certainly they have something to do with your problem. But making scrolls is pretty low priority compared to making bone crafts, from my experience. So it is also possible the dwarves are spending most of their time in the tavern socialising, and when the scroll making job shows they are too busy, before the job expires. Also it is possible that the rollers and sheets are reserved for hauling job just the moment the bookbinder has time to work.

You could also try the "do now" option.

Even without using burrows or linked stockpiles the job just sits undone indefinitely

The bookbinders are just sitting around socializing in the tavern, but if I assign any other job they go and do it. I've also tried both with a work order and not so the order isn't the issue
