Move petitions notification

The petitions notification is a giant flashing marquee that's basically nonstop in any decent sized fortress.  Please move it to the left, grouped with Reports as a bright green P that doesn't flash.

I'd personally like the option to choose which reports garner a top notice, and which have a simple letter indicator to the side. either way I'd really like it to stop flashing though.
