It's this bug.

http://www.bay12games.com/dwarves/mantisbt/view.php?id=10490

He was a spy for your civ (pretending to be a criminal to befriend some gullible criminal-loving humans or something) , but when the game picked him to immigrate to your fortress (often dragged along by a spouse) he retained his fake spy name and profession.

"Criminal" is a visitor type profession, migrants aren't supposed to have it. Some visitors are spies, some are genuine criminals (doesn't mean anything right now).

You can check your "spy" background in Legends, should be able to find his real name by checking the thoughts (not the relationships list) of his spouse.

Good approximation of the real world, then, as a lot of countries grant immunity to members of the governing bodies, and it's not uncommon for mafioso to get themselves seats to make use of that immunity, not to mention the countries where the president/dictator uses the position to enrich themselves at the population's expense (and the additional ones where getting rich through theft/corruption is just a fringe benefit).

Well if you're going to have crime in your fort, you might as well make it organized.
