Lost Touch with the Mountainhomes

My fort is far from all the others for my civ. I haven't seen a diplomat or noble for many years, not since the queen drank herself to death at one of my parties and a new queen claimed the crown in a distant site.

Isolation has been nice, with only my mayor issuing demands. But with 44.12 it looks like I can send forth settlers to dominate my region, which sounds great. So I want some migrants, which probably requires a diplomat and contact with the home civ. How do I do that?
