Edit the sites in the raws

Currently we can mod entities to live in forests, detailed caves, and other structures. But anyways, this restricts the modding capabilities to add multiple races living into the exactly same sites.
I think the modders must be able to modify this directly from the raws, with new tokens like those:

[SITE_MAJOR:MOUNTAIN_HALL]
[SITE_MAJOR:RETREAT]
[SITE_MAJOR:TOWN]
[SITE_MAJOR:CAVE] This is the capital of the entity.

[SITE_MINOR:HILLOCK]
[SITE_MINOR:HAMLET]
[SITE_MINOR:FOREST]
[SITE_MINOR:CAMP] This is for the outposts. Allows you to create Mountain Capitals with dwarves living in outdoor towns, or human cities with hillocks in their proximities.

Ultimately I think the plan is to have the sites themselves fully customizable, so the above concepts won't really exist at a hardcoded level.
