Noble Issues

On my most recent fortress, I embarked as part of a dying Dwarven civilization. It had one remaining hillock, and everything else was conquered by some neighboring Elves. I started sending my squad of 3 swordsdwarves on raids to neighboring Elven Hillocks.. And then they came back wrong from one of them. On return from a pillage, one was promoted to a Baroness of the hillock I raided. Another naturally became the Baron consort.. And the third became the General of my civilization. What are the implications of having a baron of a hillock - belonging to an enemy civilization - in mine? Is it just another noble to make rooms for?

Are you sure the hillocks are not yours now? Or that the soldier became the baroness of that exact settlement and not some other hillocks that popped up in the world while the squad was raiding?
The thing is, elves don't have landed nobility, such as barons, so your dwarf couldn't became a baroness of an elven site.

Anyhow, there are no practical uses for having nobles of other sites in your fort, as they don't even perform their normal noble duties - they just want luxury rooms and that's all.

Yeah, the Hillocks - Oilvessel - still belong to the Elves, it is the Baroness of Oilvessel. Oilvessel was conquered by the Elves from my civ a few years before my embark. On my raid to it all 3 people became nobility.

That is worth a bug report then.

Maybe it has something to do with the insurrection mechanic, e.g. a dwarven "resistance" group has formed when your dwarves arrived at the site, one got the respective barony and another was randomly assigned as your civ's general, because the last one is long dead.
Are those hillocks, by any chance, economically linked to your fort? That's what might have triggered it.

They shouldn't be linked to my fort. They existed, and were conquered, before my embark.

Hostile civ sites can link themselves to the player's fort if it's near - that's just how it works for now. You can check whether or not it is so in the civilizations menu ([c]ivilizations, [h]oldings - economically linked sites are marked by "E" surrounded with green color).
