Library not working

I set location to library, and place tables, chairs, bookcases. but not store books yet.

Although my dwarves entered the library, they did nothing in library.
In unit list, their current job is "NO JOB".

i thought dwarves would study or discuss topic with other dwarves in library.

How make them to do that? is it needs books?

Are they do nothing if any books doesnt exists?

Thats kind of normal for an empty lib, have you assigned some scholars yet? At some point they start discussing and pondering, after that might come writing. I'm not sure non-scholars can even do these things. No need for a scribe yet, nothing to copy. The no job folks would probably like to read a book, once there is enough to read I rarely see these idlers anymore.

Picking scholars who like knowledge is supposed to help, as is existing experience in library topics like medicine, mechanics. You didn't mention writing materials, just have a quire handy so you don't miss out on someone's writing urge when it finally happens.

I'm not sure it speeds up producing your own, you could try to aquire some books. Raiding, buying, murdering visitors... you have options there. Prepare for a drop in productivity while everyone rushes to read the latest novel. At least books seems to draw more visiting scholars if you allow that, who bring/write books of their own.

I'm playing without imported books myself right now, got them to ponder and discuss right after appointing scholars, but still waiting for the first book to be written.

As Rafatio said, scholars assigned to the library as well as visiting scholars discuss science and write books, while "regular" visitors (i.e. your normal dorfs) are there to read books (and drop cheese crumbs on the books while using the tables for eating).
I think I've seen a dorf not assigned as a scholar discuss a topic at some time, but it's definitely not common.
