Simple suggestion - Fortress mode ordering drinks

A new and togglable behaviour for tavern keepers and their patrons to kill less of their patrons.

Serving Controls - Allow patrons to order drinks , Stop serving out drinks

> With this setting enabled, patrons will have to ask for drinks via a particular action ("attract attention of tavern keeper") which will call a availible tavern keeper to them to serve a drink rather than run around the tavern serving guests.

And this should summarily stop the "poisonings" that occur by having drinks forced upon them, but allowing individuals to relish in over-indulgence if they need to rather than everyone else being doled out a healthy dwarven portion of alcohol (which overpowers many races) and attribute it to their own greedyness.

When visitors have to pay for drinks, this'll probably come about naturally. That and some non-alcoholic / weaker drinks for keepers to serve goblin citizens with should sort out the problem without the need for micromanagement.

I find that the kill rate of tavern keepers is highly exaggerated in these forums. But then, I only use one and don't hire multiple performers as they don't really work except as extra sources of alcoholic death.

I guess the early losses hurt twice as much to that ol' chestnut of one too many sips of dwarven wine.
