Portals could be used for backwards compatibility

It has been said that portals could create objects and beings, why not pull from the raws and create something that doesn’t exist yet? This would be cool for modders who want to put their stuff in their world with an empire at their disposal rather than having to start fresh.

You'll have to explain what you mean here.
Portals can be used to...force Dwarf Fortress to draw it's raw files from another directory...and ensure compatibility...to achieve...?
Why use portals at all? Why not just add an "import raws to current world" option to the menu?

If I understand it correctly this is more of a mod compability suggestion than a vanilla one, so when you add a new creature and want to test it out more thoroughly you could have them spawn through portals instead of genning a new world and for for each and every change.

Seems a bit overkill for vanilla though, isn’t this pretty much already a thing you can do with DFhack?

And who would ever want to go through the hassle of  starting a game and locating a portal just to add their modded creatures into the world?
That's just obtuse for the sake of it.

Main menu > "Input raws into existing world > Enter.
Much better use of everybody's time (if Toady's ever inclined to try to make this possible). Otherwise, yeah, everyone will just use Dfhack.
