I'm thinking about GMing a campaign of DnD, but there are barely any DnD players in my area. Is it a good idea to GM a campaign over IRC? I prefer IRC over Discord or Skype or whatever, I don't know why.

Why don't you try roll20 ? It's litterally made for that. A lot of players there are pure cancer, but if you bring your friends along, it should be fine

Yes. Personally I agree with you on the IRC > Discord/Skype idea.
Could be good to use something like Maptools as well, though, at least during large battles and/or dungeon crawls where things can get confusing both IC and OOC without a visual aid of some kind.

IRC isn't a bad idea, so long as you and your players are comfortable with it. Skype or discord or snail mail wouldn't be, either, really. Medium matters, but not nearly as much as the people that are going to be involved, and what they're going to be able to use, and use comfortably and consistently.

... though, won't lie, now I kinda' want to hear about a dnd campaign played over smoke signals. Maybe old timey telegraph, morse code and all.

I've had a lot of fun playing roleplaying games with just IRC, but they were simpler systems and more one-off than DnD usually is.
