Are dying civs still possible?

I've been wanting to start off as a dying civ since I've never actually done it yet, but all the info I've found is for version 42 and earlier. Is there any way to start off in a dying civ in the current version?

Nothing's changed in worldgen between .42 and .44.
Instructions for .42 should work OK.

Do you actually mean dying, or do you mean dead? Those are two different states with somewhat different effects (a healthy civ can turn into a dying one at the loss of the mountainhome, resulting in a sudden elevation of a fortress dorf to monarch). As Shonai_Dweller said, the mechanics haven't changed, and that's valid for both cases.
Getting a dying civ is easy, while getting a dead one without tools is a long process of trial and failure.
