Yes, that is a tavern. In some dwarf fortress their's one at the entrance. You can ask the tavernkeeper for "avalaible Services" and
offer Drinks or rent a room(the ones one layer up you've seen)

Looks abandoned. Those barrels should be made of some interesting stuff compared to human taverns though. You can actually drop new barrels into an active tavern to increase their selection of drinks the next time you drop by.
