Collaborative Worldbuilding: Magic Theory(SG-esque)

A brilliant band of philisophers have recently come up with a revolutionary new idea: actually make an organized attempt to increase knowledge using something they call the "scientific method" or some such nonsense. Anyhow, it may be usefel to take this approach to magic. You are a member of an experimental team of researchers who will conduct experiments in the name of magic. You will examine its fundamental nature and design useful instruments for the monarchy.
Rules:
There are two phases: the experiment phase and the design phase. In the experiment phase, you propose an experiment to further your knowledge of magic. Only one experiment may be performed each tick. After experimenting, you may gain useful information into magic that will likely inform your design. In the design phase, you either make a new design or revise an old one. Each tick represents a quarter of a year. You may assume that it is in a D&D style world. Magic is currently only known to be just innate and not explained. Also, battle reports will come once every in-game year(four ticks) and will have bonuses depending on your designs.

Whoops was going to post here, didn't want another suggestion game to die out before it even started. Anyways, what is confusing is you claim it's a suggestion game but it talks about a team of researching, implicating multiple people might make different experiments per turn.

Anyways a research proposal for an experiment.

Magical Basics: Channeled Magical Energy: Allow with forced tension and strain to a innate magic user to be allowed to direct and control the magical energy within a person to moderate the amount or even channel the elementals that make up magic to flow within a magic user effectively

Experiment Phase:

Magical Observation: Gather lots of mages and have them use their innate magic that they know how to use.  Document and record as best we can what they can do to form a theory of types of magic.

To clarify, only one experiment will be performed each tick.
After testing many wizards, the innate magic definitely uses a kind of energy. Perhaps we should call it magicka. This magicka appears to have at least three aspects to it, and one of those appears to be fire-related. Other than that, we have determined that everyone has some inherent magicka, but wzards can control it and have more of it. Also, there seems to be a massive magicka field surrounding everything. Figuring out how to tap into this feild would be very useful.

Design: Create a robe with entrenched magical leylines within it, it will help a user channel magical energy throughout the body quicker and more smoother

Note: In the future, I will be choosing based on the following priorities: first, a consensus, second, the most detailed, third, the first
The research team has decided that moving the wizard's natural magicka is the top priority. After reviewing the options, you have decided that a simple wooden staff will do the trick nicely, as well as being usable as a quarterstaff in melee. The trial runs seem much more consistent  than the original innate magic was, and the wizards like it. Magic is now feasible for use in war.
It is now the experiment phase.
