Dwarves dumping things in totally random spot

There's a huge pile of corpses, body parts, and other random refuse that should by all rights be in the refuse stockpile, but my dwarves have decided for whatever reason to pile it up on this one single tile, and it keeps creating miasma. Not forbidden and marked as dump, but whenever they dump they pick it up and just put it back down. The refuse pile isn't even full.

They could be prevented from going to the refuse pile, are they currently assigned to a burrow?

Dwarves will often drop things when they become sick from the miasma, perhaps there is simply too much for the poor blokes to deal with at the moment.

I think some of the things you listed actually belong to a corpse stockpile, though you can adjust the settings on your refuse pile to accept both.

Do you have a lot of high priority jobs assigned that keep pulling them away?

You seem to have a misunderstanding of refuse handling. Items marked for dumping will *never* be hauled to a refuse stockpile; they will, instead, be hauled to a garbage dump zone. A garbage dump zone will basically result in a "huge pile of corpses, body parts, and other random refuse", especially if you've enabled automatic dumping on the standing orders menu. Marking items in a garbage dump zone for dumping will result in dwarves picking the items up and immediately dropping them in the same garbage dump zone. If you want those items hauled to a refuse stockpile, make sure your standing orders are to "save" refuse (i.e. haul to refuse stockpile) and the items are unforbidden and not marked for dumping. You may also want to remove your current garbage dump zone and define a new one in a more favorable location (such as over your refuse stockpile).
