Do they count towards your total population? As in preventing migrants of dwarves etc, wondering if there's a downside to having like 20-30 merc's apart from having multiple equipment outfits for each size and whether they're melee or ranged.

There is a separate visitor limit in d-init.txt. They do count towards demolishing your FPS, just like any other pathing creature on the map does.

Not sure if you mean visitors or resident aliens.

In my experience the ones you accept as residents do count towards the population limit.  I routinely run with low limits and gradually bump them about once a year (control fetish... why do I play THIS game?)  When I have X resident aliens (petitions accepted), I cap at chosen cap - X.

But the loose visitors don't count.  Until you accept a petition they are "loose" and can wander in and out at will.
