Help with DEFAULT_SITE_TYPE tokens

I use the MONUMENT token for a civilization, but the civilization automatically disappears leaving the site empty. What should I do to the civilization work?
I know that my English is not very well, sorry.

At the moment, MONUMENT doesn't seem to function. Stick with Fortress, Dark Pit, City or Tree City.
