I'm not used to this "specify avatar by URL" thing, because I've never done it or seen it anywhere else but here.

Upload your avatar somewhere (e.g. imgur), get a direct link to the image (if you open the link in a web browser, it should open only your image, and not a webpage with your image in it), paste that link into text field to the right of "specify avatar by URL" and save.

Bay12 doesn't host the images, they have to be uploaded somewhere else and linked via url. You can try hotlinking just to check it out - right click an image on any other website and select "copy image location" or similar. You can use that link as your avatar. Note, it's rude to do this however as it uses up the bandwidth on the other person's site whenever your avatar is viewed. You should use imgur or another site to upload your picture, or a copy of the picture you want.
