What is the trigger for this age, and what creature is in power?

I would guess The Tempest is the name of a Titan. You could try Legends Mode to see if you can find The Tempest. The trigger would then be that this is the only Titan/Megabeast left.

I don't think I've seen an individual entity with a plural name before.  Perhaps it is the name of a civilization or some sort of population group?

My second guess would be that the world is engulfed in a large number of long running wars, and that this is a relatively new kind of age that might not have been in the game for older versions.

What you can do is make a copy of the save, abandon, then go into legends mode. The Age of The Tempests will be one of the categories for events, and at the top it'll say something like "The Age of the Tempests was a time when XXX."
