i tend to build my tavern (4 7x7 squares) in the first season, second at the latest.  I get petitions almost immediately.  I usually have 3 or 4 floating entertainers sucking up my free booze by the first winter.  Not sure what would happen if i didn't grant the petitions (maybe morose drunks complaining instead of entertaining?).  If i get a migrant with a ton of social skills I make him my bartender.  If you have the fort set up properly you can overlap your big alcohol pile with the tavern and not have to worry about multiple piles feeding each other etc. 

I build a temple a bit slower but still first year definitely because i see a lot of bad thoughts about not being able to pray.  and once a guy with a lot of those bad thoughts started picking fights.  his teeth were literally spread over an entire level.

I don't mess with libraries until year 2.

Visitors whose petition for residency leave (although the vampires among them may make a detour through the living quarters to gain strength for the journey). I don't know what happens if residents are refused citizenship, though.
