Noob question about skill rate/rust changes

I've been reading around a bit about changing skill exp gain. Specifically, I want to reduce the rate at which dwarves gain military/mining exp, and remove skill rust completely. I saw in this thread:

that to remove rust you change values like this

However, that thread is 6 years old at this point, and in creature_standard themselves I can only find this:

Are the rates displayed? And does that advice still work? And lastly, can I pick and choose which particular skill rates I want to change?

Those tokens are all still the same.

I was curious about where those tags are, but I figured I'd just try putting them in creature_standard and that they just aren't displayed normally. Seems to be working.
