If I just have my dwarves dig out a massive room then use the boulders to make walls to create room walls, would be worse than engraving for room value?

Pretty positive smoothing and engraving would have the higher room value in almost all cases.  Engravings can have quality modifiers on top of the material, whereas walls only have material.  If you were to construct walls of gold or platinum where you otherwise only had cheap stone to engrave and had unskilled engravers, that would probably be a different story though.

Digging out rooms in stone and then smoothing/engraving is the best value. Building is going to give you a lower value, depending on the object used to create the walls.

Additionally, the boulders inside built walls increase your item count.
