1.07 No reaction for making slurry out of pig tails?

Trying to make paper but when I want to mill pig tails into slurry it won't happen (needs unrotten plant item etc.). Seems like the reaction is missing? Yes I have empy bags and pig tails, I tried making linked and unlinked stockpiles, still doesn't work. I also check DFhacks alt+A option to select material and there are no pig tails available for milling.
