Got a Weird One

If you are playing, and you press CTRL + s , a window will open that you can type into. However, nothing seems to happen. What is this? Any ideas?

Macro system.

ctrl-r starts and stops recording your actions, ctrl-p plays it back, and ctrl-u-[number] then ctrl-p plays it back the set number of times.

ctrl-s lets you save the last recorded macro with a name (what you found), and ctrl-l loads it from the list of saved ones.

It's a somewhat out-of-the-way feature but very useful once you find it.

Important unintuitive note: You don't need to save macros to use them. I never save the ones for descending ramps, maxing out room size on a bed/table or creating an 1x1 pond zone, for instance - I just use them straight away multiple times in a row then forget about them.
