I suggest some changes
Name: Vashzt Sezdin.
Description: Take a bunch of purple in a humanoid shape with a human mask. Wrap it in some cloth for propriety. Or maybe the cloth is part of it. Who knows. Add a dose of magic and whizmos, which are like gizmos, but with magic. Stick it in a corporate city. Watch it become an assassin. (Splitting the difference between bounty hunter and mage here. But mostly bounty hunter-esque.)It's mission is to infiltrate a corporate Megacity and learn the weakness in it's security and defenses.

Equipment:
Realistic human face mask, to avoid detection. Not good enough to pass thorough investigation.
Etheric Rifle: Drains Etheric energies to create a powerful burst of energies that emit from the barrel like a an electric discharge. Never seems to run out of ammo. Humans aren't capable of operating the device or understanding the technological principles and construction of the weapon. A burst temporarily creates an anti-magic area (10' radius) for the next turn.
Etheric Capacitor: Any time a gadget with Etheric origins,psychic power or a magic spell, overshoots within range of the Etheric Capacitor(10' radius), this device gains a point of Etheric Charge per point of overshoot [e.g. 6=1, 7=2] from siphoning some of the excess energies.(Maximum Charge is 3 points). Etheric Charge can be expended to affect the results of magic/Etheric rolls as they happen, bringing them as close to a 54 as possible if they are below 54.
Gains 1 point passively every 4 hours.
Etheric Shock Gauntlets: Like a taser, only slightly less reliable than a taser(Malfuntion roll). Shoots a glob of lightning at stuff(range 10'). Can drain electricity to add to rolls (MAY OVERSHOOT HORRIBLY e.g. drawing from mains power.)
Etheric Tacticum (2 modules): +1 Observation. Observation rolls cannot cause an overshoot, but still count for Etheric Capacitor when they do. Observation rolls cannot critfail.
Cloak of Shadows (2 modules):
Passive Mode: +1 to Stealth (cannot make an overshoot, overshoots still count for Etheric Capacitor).
Active Mode: Drain [2*people] Etheric Charge to generate a 5-level cloak for any number of people that lasts up to 3 turns.
Status: Healthy (for now!)
